Apple-Crop: Food Safety Bill?

I have a question on the food safety bill. To be exempt at under $500,000 gross 
sales, when it says that all our produce is sold directly to customers, does 
that mean just retail? Where does wholesale fall into this? That will kill all 
the small farmers who do not have a retail outlet.
