OBLR are very strong flyers, trap catch can be very misleading.
In my...too many years of OBLR monitoring, I have seen both significant damage 
with low(10-20) trap catch, and no damage with high(50+) trap catch.!!
I am not a proponent of prophylactic pest control, but if you have had a 
history of OBLR damage, the conservative approach is to protect, based on model 
predictions of egg hatch and first to second instar larvae.
Otherwise, suddenly you MAY see significant fruit damage, about the same time 
you begin to see 4th to 5th instar larvae feeding on the tips of new shoots. By 
then the damage has been done, and your application only results in a 
marginally satisfying 'revenge' spray.
Good luck, this insect can be the stuff of nightmares, and surprising economic 
loss.
