First, let's see the hardware. There is no way of creating a 3.5" disk in a
standard PC that will be read in an standard Apple II, or vice-versa. Almost
all Apple II computers use the 800 Kb disk format, which is propetary of Apple,
and can not be read/written without specially modified drives. Of course, PC
drives aren't able to "understand" them. If your Apple II has an 1.44 Mb drive,
you should be able to write an 1.44 Mb disk for it using any standard PC 1.44
Mb drive - under XP or whatever OS.

But then you would also need a program to read/write the ProDOS filesystem (or
a ProDOS filesystem driver for Windows, which would allow the diskette to be
shown seamlessly in the Explorer as any other disk). I don't know if such
software exists.

Other possibility is, if your emulator supports *raw* disk images (i.e., disk
images without header), to use a program like Windows RawWrite to transfer
*whole* disk images from and to whole diskettes. Of course, it's a bit
inconvenient, and you still need a 1.44 Mb drive in the Apple II side and 1.44
Mb support on the emulator, but it can still be a solution to the problem.
