I cannot suggest an assembler, but I am aware of several:

 Almost every discussion of assemblers I run into includes Merlin,
 so I assume it is a good one. :-)  I think it is available for
 the 6502 and 65816.

 There are the S-C assemblers, which Paul Schlyters managed to get
 reclassified as shareware.  It is a set of cross assemblers: 6502,
 6809, 68000, Z80.  Check his website:

 There appears to be a lot of free documentation for these, which
 is always a good sign.

 Orca has assemblers for the 6502 and 65816.  These are still being
 sold (at least they are as part of Opus ][).  See the www.a2central.com

 The Ninja Force Assembler for the 65816.  See the Ninja Force
 website for details: www.ninjaforce.com.

 I'm fairly certain Apple had a 6502 assembler (or branded one).

 There is the miniassembler in ROM, which is fine for small
 experiments -- and will bring you that much closer to the Woz
 experience. ;-)
