I will disagree here, and suggest that the hardware will be harder. The basic problem you are dealing with: there aren't any inexpensive ways to connect multiple Apple II computers. But it should be pretty easy to design this hardware (just TTL gates, I would think). The software isn't complex if you are in a master/slave situation. You do not need multitasking. You do not need special compilers. All you need to do is implement a carefully designed state machine. Of course it will be more trouble writing software than it is worth.
