No, you WOULD need BlueDisk and a proper drive; the electronics in a IIGS 3.5 drive are different than those in an MS-DOS 1.44meg drive; that's why the Bluedisk was a valuable invention in the first place.
I suppose you COULD format an 800K MS-DOS disk with MUG!, but it would not be useable on anything except an Apple II.
