us: New legislation: sex offenders must register e-mail addresses
Last week, MySpace announced a new security system that would prevent
registered sex offenders from signing up with the site. Without any legislation
requiring sex offenders to keep their e-mail addresses on record with law
enforcement, though, we noted that the initiative wasn't going anywhere without
some help from the government. That help has begun to arrive.

us: Making the Web safer for children
With every new invention and innovation comes abuse. Although technology has
made lives easier on many levels, it also has opened a Pandora’s Box of abuses.
While the Internet has made it possible to e-mail friends and family members,
it has also opened another avenue for pedophiles and other sex offenders to
stalk their prey. It has also opened up a portal for sex offenders to upload
sexually explicit content.

The EU takes measures to eradicate high levels of illegal online activity
The European Union is slated to review existing legislation to determine the
need for additional regulation to protect user privacy and security online.
Next year, the European Commission may introduce proposals to force service
providers to notify clients of security breaches and facilitate legal action to
protect individuals from the consequences of spam, spyware and malicious
software.

us: Congress Approves Internet Enforcement Bill
During its final week in Washington, the 109th Congress passed the US SAFE WEB
Act, a law that will help the Federal Trade Commission be more effective in
protecting consumers from spam, spyware, and Internet fraud on a global scale.
The bill allows the FTC and its foreign counterparts to share confidential
information and obtain investigative assistance from one another. CDT has long
been supportive of this measure given the increasingly international nature of
Internet crime.

CMU researchers developing tool to combat Internet auction fraud (AP)
Carnegie Mellon University researchers are relying on an old adage to develop
anti-fraud software for Internet auction sites: It's not what you know, it's
who you know. At sites like eBay, users warn each other if they have a bad
experience with a seller by rating their transactions. But the CMU researchers
said savvy fraudsters get around that by conducting transactions with friends
or even themselves, using alternate user names to give themselves high
satisfaction ratings — so unsuspecting customers will still try to buy from
them.

Study tracks digital convergence in U.K. and elsewhere
The Chinese are eagerly watching television clips or shows on their computers.
The Germans are reading fewer newspapers. The Italians are watching less
television the old-fashioned way, through a box in the living room. Those are
just some of the findings of a wide-ranging study by Ofcom, the British
telecommunications and media regulator, looking at the effects of the trend
toward digital convergence in a number of countries around the world.
