information security expert Professor Bill Caelli, AO, was a timely reminder of 
the status and influence Australia holds in the international ICT community - a 
position that is often ignored in Australia itself. ... When he speaks, 
security experts all over the world pay close attention, but his message right 
now is not just for the ICT community, but for business and government. In more 
than three decades of work in ICT security, Professor Caelli has seen it all 
and he's extremely concerned about where things are heading. "I'm have enormous

development via web services schemes and the way we're increasingly relying on

The quality of Internet Service Providers (ISP) has a direct impact on the 
operation of any e-business. Since e-businesses require the services of ISP, 
they may shop around to find the ISP that meets their necessities. Those 
businesses may want to know the rules governing their selected ISPs so they can 
judge their quality and commercial soundness. Entrepreneurs offering ISP 
services need to get acquainted with those rules as well. In most Latin 
American countries, the Ministry of Transportation and Telecommunications is 
the government agency in charge of regulating ISP. For instance, the Chilean 
Ministry of Transportation and Telecommunications, through the Sub-secretary of 
Telecommunications, has published resolution 1,483 establishing the 
requirements and procedures for ISP in Chile. This, resolution was published in 
1999 and outlines the procedures and rules to be followed by ISP in that 
country.

Leading media executives took a combative tone against Internet companies on

A story: ZZZ Telemarketing (not a real name) is locked in a heated fight with 
their bitter rival, YYY Telemarketing (also not a real name), to win a very 
large lead generation contract with Customer X. Customer X has decided to run a 
test pitting the two companies against each other for a week to see who can 
generate the most leads. The ZZZ CEO has said to his staff that it is “do or 
die” for the company. If they fail to win the contract, they will have to shut 
down—they need to do “whatever it takes” to win over YYY. A ZZZ staffer 
discovers that part of why YYY has consistently underbid them is because they 
are using SIP trunks to reduce their PSTN connection costs. But the staffer 
also discovers that YYY is using very cheap voice service providers who run 
over the public Internet with no security.
