Conclusion: The aim of this note has been to consider the potential for 
developing the resources and insights of online dispute resolution into the 
typically more fraught domain of intra-state and violent conflicts. To the 
extent that we gather experience in “mediating distance” in specifically online 
settings, and to the extent that there is a willingness and need to explore new 
resources in the management and transformation of intense conflict, it seems 
realistic to anticipate the adoption of online strategies in such conflicts. 
Unlike the currently familiar online settings of the virtual community and 
e-commerce, however, the use of online resources is likely to be only a part –

APC launches new book on WSIS, developing countries and civil society: Time for 
lessons learned
WSIS has been roundly criticised in the past and this new study from APC 
concludes that the summit “is not the best starting point for new action.” So, 
what is the point of looking at how developing country delegations and civil 
society fared at the summit? Because, says the author “it is always important 
to learn from experience – particularly where it did not deliver up to 
expectations.” The book “Whose Summit? Whose Information Society? Developing 
countries and civil society at the World Summit on the Information Society”, 
commissioned by APC and written by David Souter draws on participants’ 
observations, detailed interviews with forty key actors and case studies of 
experiences rooted in five developing countries.
WSIS holds many lessons for developing countries and civil society 
organisations aiming to exert greater influence in international ICT 
decision-making fora. Some lessons demonstrate what worked well – such as the 
highly successful, multi-stakeholder IGF. The majority illustrate what did not 
work so well – not least, holding a four-year long meeting on such a

EURid, the Belgium-based registry for .eu domain names, has blocked the names 
and has the right to strip the woman, Zheng Qingyin, of the names. EURid legal 
manager Herman Sobrie told OUT-LAW, though, that the organisation wanted to 
have a court strip Qingyin of the addresses. He said that case would take 
around a year. Qingyin has filed a separate suit objecting to the blocking of 
the domains in the Court of First Instance in Brussels. This is a fast-track 
case whose result should be known in a month, Sobrie said.

A Chinese cybersquatter who preemptively registered trademarked domains in the 
hope of selling them to the trademark's owner was recently ordered to give up 
her claim, a state newspaper reported yesterday. According to Legal Daily, The 
Intermediate People's Court of Changsha, Hunan Province, ordered the 
cybersquatter, surnamed Yao, to return two domains to the trademark holder, 
Guizhou Tongjitang Pharmaceutical Co. Ltd., a privately owned enterprise that 
has used the Tongjitang trademark since 1888.

Schäuble isoliert: Innenminister verweist auf Localhost
Der Webauftritt des CDU-Politikers und derzeitigen Innenministers ist seit dem 
heutigen Mittwoch nicht mehr erreichbar. Ursache ist eine falsch aufgelöste 
IP-Adresse, die der Nameserver der CDU zurückliefert: 127.0.0.1. Damit richten 
sich Anfragen an www.wolfgang-schaeuble.de nicht an dessen Webserver, sondern 
auf das Loopback-Interface des Rechners des jeweiligen Besuchers. Sofern dieser 
auf seinem Rechner keinen eigenen Webserver betreibt, kommt nur eine 
Fehlermeldung im Browser.

DENIC zieht 11 Millionen .de-Domains um
Am 11. September 2007 zieht die DENIC die mehr als 11 Millionen registrierten 
.de-Domains in ein neues Rechenzentrum um. Die Umschaltung ist der erste große 
Teilschritt innerhalb eines umfassenden Infrastrukturprojektes, mit dem die 
Netzwerk- und Rechenzentrumsstruktur der DENIC an künftige Anforderungen 
angepasst werden soll.

September 2007 nimmt die DENIC eG offiziell das erste von zwei neuen 
Rechenzentren in Betrieb, von denen in Zukunft aus die Verwaltung der 
.de-Domains erfolgt. Das Umschalten auf das neue Rechenzentrum ist der erste 
große Teilschritt innerhalb eines umfassenden Infrastrukturprojektes, mit dem 
die komplette Netzwerk- und Rechenzentrumsstruktur der deutschen 
Domainregistrierungsstelle an die wachsenden Anforderungen der kommenden Jahre

Exchange (NIX), knutepunktet for norsk internettrafikk. Selskapet var
