Taking Stock of the Rio Internet Governance Forum by Milton Mueller
Reflection on what was wrong and what was right with the Rio Internet 
Governance Forum is not waiting for the February 25 "stocktaking" session 
planned by the IGF's Secretariat. Civil society advisory group member Adam 
Peake has already opened an interesting dialogue on the governance list. I have 
some opinions about that... Too much of the energy of the Forum and its 
participants is being thrown away on issues that are not global in scope, and 
have nothing to do with global governance of the Internet. We all must pay 
closer attention to the distinction between issues that are best addressed at 
the national, local or regional levels and those that truly require global 
coordination and global institutions. IGF should be restricted to the global. 
If the truly global governance issues are actually quite narrow and 
specialized, and don't include the issues that turn you on, so be it. Those who 
are fundamentally not interested in those issues should find a
 more appropriate venue for their activities. The disappointing thing about IGF 
2 was that the dialogue was so cluttered with things that do not require or 
will never get international coordination or agreement that it was impossible 
to focus on the things that do.

The knee bone’s connected to the thighbone, the thighbone’s connected to the 
hipbone, … well, you know the old song. But in this case, I’m thinking about 
the data backbone, which is also connected with each one of our lives. For 
years, I’ve debated with practitioners about the best method for maintaining 
critical business programs and data. Of late, more and more of that critical 
“stuff” has been moving to the “cloud” (a fancy name for the Internet). So your 
firm has its programs and data in a third-party provider’s data center, and 
that third-party touts the security and reliability of the data center. That’s 
fair enough, but does the provider control the networks you have to cross in 
order to get to their data center? Unfortunately, the answer is no.

Net neutrality may not resolve Comcast vs. BitTorrent
Comcast's recent efforts to throttle file transfers that use the BitTorrent 
protocol have led to a renewed call for Congress to enact stiff Net neutrality 
laws. Pro-regulatory groups including Public Knowledge have circulated press 
releases saying the episode demonstrates the "need for Net neutrality 
legislation." A Comcast-related post on DailyKos was titled "Why we need Net 
neutrality." Comcast, BitTorrent, and the phrase "need Net neutrality" appear

uk: MI5 alert on China’s cyberspace spy threat
The Government has openly accused China of carrying out state-sponsored 
espionage against vital parts of Britain’s economy, including the computer 
systems of big banks and financial services firms. In an unprecedented alert, 
the Director-General of MI5 sent a confidential letter to 300 chief executives 
and security chiefs at banks, accountants and legal firms this week warning 
them that they were under attack from “Chinese state organisations”. It is 
believed to be the first time that the Government has directly accused China of 
involvement in web-based espionage. Such a blunt and explicit warning from 
Jonathan Evans could have serious diplomatic consequences and cast a shadow 
over Gordon Brown’s first official visit to China as Prime Minister early in

In a lawsuit filed under seal and without notice to the defendants in October 
-- to avoid the removal or destruction of evidence --Dell charges Juan Pablo 
Vazquez of Miami, Florida, several unknown individuals, and a handful of domain 
name companies in Florida with violating its trademarks on more than 1,100 
domain names. The lawsuit, unsealed two weeks ago, accuses the defendants of 
cybersquatting, trademark infringement and dilution, counterfeiting, deceptive 
trade practices, and unfair competition.

AFNIC : premier rapport sur l'usage des noms de domaine .FR
L'AFNIC ( Association Française pour le Nommage Internet en Coopération ), 
l'organisme chargé de la gestion des noms de domaine en .FR, a mis en ligne 
cette semaine son premier rapport sur l'utilisation de l'extension française. 
Alors que nous comptions 601 900 noms de domaine FR enregistrés au mois d'août 
2006, plus d'un an après il n'y en a qu'à peine 290 000 de plus, soit 893 000 
en tout.

L'Icann assouplit les conditions d'attribution du .travel
6 millions de noms de domaine en .travel vont être mis en vente le 21 décembre 
prochain. Ces noms de domaines avaient été protégés par la société propriétaire 
de l'extension afin d'encadrer son utilisation.

La Carta dei diritti di Internet su RaiUtile
All'Internet Governance Forum (Igf) di Rio la Magna Charta del Web o bill of 
rights della Rete ha tenuto banco ponendo temi come il digital divide, la 
libertà di espressione e lotta ai crimini online. Stefano Rodota', ex 
presidente dell'Autorita' garante per la protezione dei dati personali, è 
andato a parlare della Carta dei diritti Internet a RaiUtile.

Per la prima volta in Italia il meeting annuale di ICANN: lo ospiteranno 
Register.it e il Registro Italiano
Una prima assoluta per l’Internet italiana. Sara’ in Italia il primo meeting di 
ICANN nel 2004, e precisamente a Roma. Saranno Register.it S.p.A. – il leader 
italiano nella gestione dei domini Internet – e l’Istituto di Informatica e 
Telematica del CNR – Registration Authority Italiana (IIT-RA), l’ente 
incaricato dell’assegnazione dei domini .IT – ad ospitare l’organismo che 
coordina la Rete a livello globale. L’annuncio ufficiale della selezione della 
candidatura italiana e’ stato dato oggi durante il meeting del Board di ICANN 
attualmente in corso a Rio de Janeiro.

Las entidades financieras reciben más de 9.500 ataques de phishing durante 
octubre
Durante el mes de octubre se ha reducido ligeramente el número de ataques de 
phishing, concretamente un 0,5 por ciento hasta llegar a los 9.572. A pesar de 
este ligero descenso, el número de entidades financieras atacadas en todo el 
mundo se ha incrementado respecto a septiembre, hasta las 154 compañías. 
Estados Unidos ha sido el país más afectado con el 60% de los bancos 
amenazados. En este sentido, España se sitúa como el tercer país más amenazado 
con nueve entidades atacadas, un 6% del total.
