Telecommunications a driving force in development
Address by Her Excellency Ambassador Lolita Applewhairte, Deputy Sec. Gen.
CARICOM, at Ministerial Strategic Briefing Seminar of the Caribbean
Telecommunications Union
There could be no more apt venue to discuss functional cooperation and a
connected Caribbean than Bermuda, an Associate Member of CARICOM. I extend to
the Government and people of Bermuda my sincere appreciation for the warm
welcome we have received, which belies the blustery and cool weather outside!
... There will, of course, always be new and emerging issues in ICT which we as
a region will need to deal with under the heading of functional cooperation.
One which immediately comes to mind is the area of Internet Governance. Some of
the areas related to Internet Governance fall squarely within the ambit of the
CTU and I am pleased to know that the CTU has started to advance work in those
areas. I also take note and applaud the CTU initiative entitled: “The Connected
Caribbean Initiative” which seeks, as I understand it, to:

Dot.au land rush blocked
Australia's internet domain authority, auDA, has confirmed it will lift the ban

A Wave of the Watch List, and Speech Disappears
Steve Marshall is an English travel agent. He lives in Spain, and he sells
trips to Europeans who want to go to sunny places, including Cuba. In October,
about 80 of his Web sites stopped working, thanks to the United States
government. ... It turned out, though, that Mr. Marshall’s Web sites had been
put on a Treasury Department blacklist and, as a consequence, his American
domain name registrar, eNom Inc., had disabled them. Mr. Marshall said eNom
told him it did so after a call from the Treasury Department; the company,
based in Bellevue, Wash., says it learned that the sites were on the blacklist
through a blog.

... The American government's obsession with all things Castro has led to some

More Cybersquatted Domain Names for Your Buck With One UDRP Complaint
Rule 3(c) of the Rules for Uniform Domain Name Dispute Resolution Policy
states, “The complaint may relate to more than one domain name, provided that
the domain names are registered by the same domain-name holder.” This means
that if a trademark owner’s business is being harmed by multiple unrelated
cybersquatters, she must file one complaint against each registrant. What if
you have a popular trademark and/or domain name (which usually coincides with a
popular product or service) that you believe is being cybersquatted by numerous
domain name registrants? Based upon the number of UDRP Complaints that name
only one domain, most Complainants, and even their attorneys, believe you have
to file one Complaint against each domain name registrant.

Stevens Joins Snowe and Nelson to Introduce Anti-Phishing Legislation [news
release]
Senate Commerce, Science, and Transportation Committee Vice Chairman Ted
Stevens (R-Alaska) today joined Senators Olympia Snowe (R-Maine) and Bill
Nelson (D-Fla.) to introduce legislation to address “phishing,” the practice of
using fraudulent e-mail addresses or fake websites to lure recipients into
providing personal or financial information.

Senate antiphishing bill outlaws...what's already illegal
... At least seven states have enacted antiphishing legislation, and companies
including Microsoft and Amazon.com have used those laws to target Internet
scammers. Plus, fraud has been prohibited for hundreds of years at common law.
In short, there's no obvious lack of laws prohibiting fraud in the form of
phishing attacks. But that's not stopping Congress, which, in the spirit of
creating a department of redundancy department, is considering new antiphishing
legislation that appears to serve no useful purpose.

The Anti-Phishing Consumer Protection Act of 2008 by John Levine
Last week Sen. Snowe filed bill S.2661, the Anti-Phishing Consumer Protection
Act of 2008, or APCPA. While its goals are laudable, I have my doubts about
some of the details. The first substantive section of the bill, Section 3,
makes various phishy activities more illegal than they are now in its first two
subsections. It makes it specifically illegal to solicit identifying
information from a computer under false pretenses, and to use a domain name
that is deceptively similar to someone else’s brand or name on the web in
e-mail or IM to mislead people. So far so good, although I would think that all
that would be illegal anyway under general anti-fraud laws.

pakistanske myndigheter YouTube for landets nettbrukere. Blokaden førte til at
store deler av verden mistet tilgangen til YouTube. Saken har fått etterspill i
ICANN, Internetts styrende organ.
