OECD Resources on Policy Issues related to Internet Governance
This site, www.oecd.org/InternetGovernance, presents the OECD's contributions

ICANN proposes new anti-domain tasting solution
ICANN could stop any domain name registrar from processing refunds on more than 
10% of its domains in any given month in a new bid to stop domain name tasting. 
Domain name tasting exploits the fact that someone registering a domain can 
keep it for up to five days and then return it for free. Unscrupulous operators 
are using that grace period to test domain names to see if their advertising 
income exceeds their registration costs for a year.

New Languages Added to ICANN’s IDN Wiki
Hebrew and Amharic speakers now have dedicated wiki pages to share their 
experiences as a part of the global evaluation of Internationalized Domain 
Names (IDNs) being done by ICANN. "Since its launch in October 2007, the IDN 
wiki has helped ICANN and the Internet community look at exactly how IDNs 
operate in the root, and how different software handles domain names in 
characters from different scripts," said Tina Dam, ICANN’s IDN Program 
Director. "We’re hoping that Internet users who understand Hebrew and Amharic 
will access these wiki pages and share their experiences."

Should ICANN Open up?
This week, The Register ran a story on how the US supposedly had given up its 
'control' over ICANN. ICANN, the body which assigns IP addresses and domain 
names worldwide, currently falls under the US Commerce Department via a 
contractual agreement; this means the US government can control ICANN. El Reg 
claimed the US had given up this control; Ars was quick to respond, stating 
that "the existing arrangement was likely to continue, at least for another 
year." Since the US had stated that it wanted to fully privatise ICANN by 2000, 
we'll have to wait and see what ICANN looks like in a year. In the meantime, do 
we really want the US to open up ICANN?

Canada kicks off Countdown to One Million Internet Domain Names [news release]
The Canadian Internet Registration Authority (CIRA) today launches its campaign 
to celebrate the registration of one million dot-ca domain names with the 
unveiling of a campaign website at onemilliondomains.ca. CIRA expects to reach 
the one million milestone in early April 2008 after passing 750,000 
registrations just 18 months prior in October 2006. The campaign showcases the 
growth of dot-ca domain names, dot-ca websites and the Canadians behind them.

.es Marches Towards One Million Registrations
.es, Spain’s ccTLD, is well on the way to its one millionth registration and

AFNIC's consultative committees agree on the implementation of EPP [news 
release]
AFNIC's consultative committees have convened on the 13th and the 14th of March 
2008, following an intense semester when AFNIC has passed one million 
registrations in .fr. A number of important changes have been outlined, like 
the new distinction made between .fr registrars and AFNIC members. As .fr 
registrars are no more automatically AFNIC's members, it was a success to note 
that over 70 of the registrars are now voluntarily members, along with 12 users 
representing legal entities, 11 users representing natural persons and 32 
members from the International College of AFNIC. 946 registrars are currently 
registered as AFNIC customers.

At the Internet Engineering Task Force's 71st meeting, held in Philadelphia 
last week, the organizers temporarily pulled the plug on all Internet access at 
the event. The organizers then offered wireless Internet Protocol version 6 
(IPv6)-only access for a few hours. The IETF wanted to show the engineers in 
attendance, as well as the rest of the world, that accessing the Internet by 
IPv6 was possible.
