GOVERNANCE
**********************
Icann makes a very British compromise over net policing
The internet is currently unpoliced. The nearest it has to a governing body is
the Internet Governance Forum (IGF) of stakeholders - carriers, ISPs,
academics, civil society, governments and international organisations - which
is more like a parliament than an executive.
http://www.guardian.co.uk/technology/2008/may/29/internet.politics

Multi-Stakeholder Governance and the Internet Governance Forum by Jeremy
Malcolm [book announcement]
Multi-stakeholder governance is a fresh approach to the development of public
policy, bringing together governments, the private sector and civil society in
partnership. The movement towards this new governance paradigm has been most
marked in areas involving global networks of stakeholders, too intricate to be
represented by governments alone. Nowhere is this better illustrated than on
the Internet, where it is an inherent characteristic of the network that laws,
and the conduct to which those laws are directed, will cross national borders.
http://technewsreview.com.au/article.php?article=5075

Internet censorship and mission creep
"The internet perceives censorship as damage," John Gilmore famously observed,
"and routes around it." That might have been right in the early 1990s. In 2008,
the state of internet freedom is looking a little rockier. Karen Karlekar,
presenting Freedom House's survey of the state of internet freedom at the
Computers, Freedom, and Privacy conference this week, showed that repressing
the internet is something many governments spend real money on.

EU Internet agency urges action to avoid 'digital 9/11' [news release]
Cyber threats need to be tackled more vigorously by member states in order to
preserve the European economy, said Europe's internet security agency as it
showcased its achievements in Brussels on 27 May. A co-ordinated approach to
new security threats related to electronic communications is crucial, according
to European Network and Information Security Agency (ENISA) Executive Director
Andrea Pirotti. "Infosecurity is a serious concern," he said, adding that
unless action is taken by member states to alleviate the problem of emerging
threats ranging from spam to full on cyber-attacks, "critical infrastructures
could collapse". "We don't want a digital 9/11," said Pirotti.

DNSSEC Adds Value?
The recent news that .uk, .arpa and .org may sign their zones sometime this
year is indeed good news. Each domain is highly significant... As the DNSSEC
registry infrastructure moves inexorably forward -- primarily driven by top
level pressure and considerations of National Interest -- it now behoves us to
clearly articulate the benefits of DNSSEC to domain owners and registrars. In
particular I want to focus on the vast majority of us to whom cold, hard cash
is important and parting with it requires as a minimum tangible benefits or, in
extreme cases, surgical intervention.

Don't Let Your IP Slip Through the Net
Cybersquatting - the practice of registering domain names incorporating
trademarks of third party companies and then trying to sell the domain name
back (for a handsome profit) to the trade mark proprietor - is not going away.
http://allafrica.com/stories/200805280086.html

Sk-Rt.com Does a “Kirtsy”
I first wrote about Sk*rt last November, when I said the company should win the
grand prize for worst domain name ever (sk-rt.com). I predicted that Skirt
Magazine, which ran Skirt.com, would go after Sk*rt.com, and it did. But I also
said this would be a dumb move. If Skirt Magazine didn’t run straight to its
lawyer, it would have realized it was seeing lots of free traffic from people
who were confused by Sk*rt’s domain name.

Domain-Name Error Redirect: Incentives and Solutions
Some domainers, having forgone parking revenue to avoid any claims of trademark
violation, have then found themselves thrown into legal trouble with trademark
claimants because of actions taken by a third party (ISPs and PC
manufacturers). In addition to the resulting direct legal cost, the possibility
of action by a third party heightens uncertainty and steals management's
attention away from its real job. The troubles for the domain name owner start
when a surfer who enters in the browser an inactive domain name is redirected
to a Web page with advertising instead of getting a page that says there is an
input error.
http://www.circleid.com/posts/domain_name_error_redirect/

Of Domainers and Trademarks: Is it Time to Rethink the Bias Against Trademark
Rights?
For years, domainers have been, from their perspective, abused and persecuted
by trademark law and holders of trademark rights. Even a one word descriptive
domain such as “apple” can, as we all know, have trademark rights.

An unlimited source of Internet addresses to be on stream in Europe by 2010
[news release]
Increasing demand for Internet based services means that there would not be
enough addresses to support this expected growth, if no action is taken.
Encouraging internet users and providers to adopt the latest Internet Protocol
(IP version 6 or IPv6) will provide a massive increase in address space, much
in the same way as telephone numbers were lengthened in the 20th century. The
European Commission today set Europe a target of getting 25% of EU industry,
public authorities and households to use IPv6 by 2010, calling for concerted
action at European level to get all actors prepared for a timely, efficient
change to avoid extra costs for consumers and give innovative European
companies a competitive advantage.
