Comcast's Bandwidth-Throttling Experiment: Wave of the Future?
Comcast has launched a trial this month in parts of Pennsylvania and Virginia
to see how well its new approach to bandwidth management works. If the pilot is
successful, the ISP's customers nationwide may find themselves consuming
bandwidth under new business rules. Essentially, Comcast is reducing the
bandwidth and speed available to customers downloading large amounts of data
during peak usage times.

How Many TLD Applications Will ICANN Receive? by Antony Van Couvering
This post could be subtitled: "The Wisdom of Elites." I polled some people I
know in the domain field (plus Andrew Goodman, who wondered what the hell I was
going on about). I asked them a simple question: "For the record, how many new
TLD applications do you think there'll be?" Most of these people know the
domain name world very well, but from different perspectives. Journalists,
registrars, intellectual property attorneys, domainers, registry operators, TLD
aspirants, entrepreneurs, domain aftermarket auctioneers, civil society
activists.

CIRA Creates Backdoor WHOIS Exceptions for Police and IP Owners by Michael Geist
Earlier this year, I wrote glowingly about the new CIRA whois policy, which
took effect today and which I described as striking the right balance between
access and privacy. The policy was to have provided new privacy protection to
individual registrants -- hundreds of thousands of Canadians -- by removing the
public disclosure of their personal contact information... Apparently I spoke
too soon.

 - DOMAIN DISPUTES
**********************
Domain Name Protection Through Arbitration
Arbitration is an alternative dispute resolution mechanism ("ADRM") used to
solve domain name and any other legal disputes. Even though arbitration has
been an established ADRM, the Internet has intensified its use due to the
physical location of the parties and the high costs of litigation in foreign
forums. In domain name disputes, arbitration determines who has the rights to a
Domain Name through rules promulgated by ICANN for Uniform Domain Name Dispute
Resolution also referred to as UDRP. ICANN currently has four approved
providers for dispute name resolutions. This article provides information on
the issue of arbitration as alternative to domain name disputes.
