Asia Pacific Internet Community to descend on NZ for APNIC 26
Later this month, InternetNZ and APNIC will jointly host APNIC 26, one of the 
most important meetings in 2008 for the Asia Pacific Internet community to 
discuss issues relating to domain names and internet governance for the region. 
APNIC 26 is being held in Christchurch from 25 to 29 August 2008. The five-day 
meeting will continue the ongoing policy development process for the allocation 
of Internet resources, such as IP addresses in the Asia Pacific region. It also 
gives members of the Internet technical community the opportunity to continue 
to contribute to the ongoing development of the Internet, the importance of 
which is recognised by both the Internet Governance Forum (IGF) and the OECD.

US Government wants to retain control of DNS root zone
The US government has again emphasised that it will not give up its supervisory 
role in the management of the root zone of the DNS. In a letter to the ICANN, 
the US Department of Commerce explains that, although it is "open to 
operational efficiency measures that address governments' legitimate public 
policy and sovereignty concerns" with respect to the management of their 
country domains, it has no plans to change its own role, or the roles of ICANN 
and VeriSign. VeriSign is at present entrusted with passing system changes to 
the 13 authoritative root servers.

Serbian Experts Criticize New Internet Surveillance Measures
Recently, chatting on the internet, talking on Skype (visual and audio 
communication through the web), or just sending a simple e- mail have become 
subject to clearly regulated surveillance by the Serbian security services. The 
Republican Telecommunications Agency [RATEL] has recently adopted the

CIRA's Whois Debacle by Michael Geist
I've written in the past about the hugely disappointing CIRA decision to 
backtrack on its WHOIS policy and create backdoor access for special interests. 
CIRA has now posted the minutes (1, 2, 3) associated with the decision-making 
process and the deep divide within the board becomes immediately evident. The 
minutes show a split board vote on the issue, two days of debate, supplementary 
comments from five board members explaining their vote, concerns about the lack 
of transparency, and a decision-making process that violated the central tenets

Domain Parking Pages to Be Excluded From Google's Advertising Network?
The following news story has been posted without confirmation. Even so, how 
long will it be before Google and Yahoo eliminate certain domains from its 
network in order to get click fraud under control. At the recent T.R.A.F.F.I.C 
Conference in Orlando, a Google executive made an appearance and warned 
domainers that Google was going ot be taking more aggressive action against 
click fraud. The suggestion is that some domainers create clicks, through 
software programs or human schemes, on the ads on their parked pages in order 
to fraudulently create adword revenue. Of course, advertisers using the Google 
adwords program are getting better at auditing click fraud and asking for 
refunds from Google.

DNS-Sicherheitsproblem: Neue und vergessene Patches
Das ISC hat den angekündigten zweiten Patch (P2) für seinen Nameserver BIND zur 
Behebung der Cache-Poisoning-Schwachstelle für rekursive Nameserver 
veröffentlicht. P2 soll die bei stark belasteten Systemen beobachteten, von P1 
verursachten Leistungseinbußen beheben. Bereits beim Entwickeln und Testen von 
P1 sei bei rekursiv auflösenden Servern mit mehr als 10.000 Anfragen pro 
Sekunde aufgefallen, dass der Anti-Cache-Poisoning-Patch den Server ausbremst. 
Aufgrund der knappen Zeitvorgabe habe man sich aber entschlossen, zunächst das 
Sicherheitsproblem zu lösen und in einem späteren Update das 
Performance-Problem anzugehen.

112 is van de staat. Het Amsterdams gerechtshof heeft webnaam www.112.nl aan de 
staat toegewezen. Eerder dit jaar werd het mogelijk dat domeinnamen ook cijfers 
mochten bevatten - of helemaal uit cijfers konden bestaan.

De Nederlandse staat kan eindelijk de domeinnaam 112.nl gaan gebruiken. Het 
gerechtshof in Amsterdam heeft gisteren de uitspraak bekrachtigd van de 
kortgedingrechter die al eerder oordeelde dat de domeinnaam afgestaan moest 
worden aan de Staat.

Alfa-Redi celebra 10 años... y que sigan sumando
Hace 10 años, el 1 de Agosto de 1998 se publico el numero 1 de la REDI (Revista 
Electronica de Derecho Informatico)[http://www.alfa-redi.org/rdi.shtml], 
publicacion digital sobre derecho y nuevas tecnologias de America Latina, en 
habla hispana y portuguesa. Siendo de las primeras publicaciones digitales 
especializadas en America Latina, es probable que tambien le quepa el honor de 
ser la primera enfocada al tema de Derecho y Nuevas Tecnologias, pero tiene el 
honor tambien de estar editando, su edición 121, es decir cada mes durante los 
pasados 10 años se ha editado ininterrumpidamente la, ahora denominada, AR:RDI 
(Alfa-Redi - Revista de Derecho Informatico), publicacion enfocada a temas de 
politicas y regulacion de Sociedad de la Informacion en America Latina y el 
Caribe y que marca el norte a seguir en la tematica en la region.

Encuentro LACNIC-CARIBE, se realizó en Curazao, 21-22 de Julio/2008
Más de 70 participantes provenientes de más de 15 países de la región de 
América Latina y el Caribe se reunieron los 21 y 22 de Julio en Curazao 
(Antillas Neerlandesas) en el encuentro LACNIC-CARIBE. El encuentro fue seguido 
por el 4to Foro de Gobernanza de Internet en el Caribe organizado por la Unión 
de Telecomunicaciones del Caribe (CTU) y contó con el apoyo de la Oficina de 
Telecomunicaciones y Correo (Bureau of Telecommunication and Post) de Curazao.
