The Rise and Fall of Invasive ISP Surveillance by Paul Ohm
Abstract: ... This Article proposes an innovative new theory of communications
privacy to help policymakers strike the proper balance between user privacy and
ISP need. We cannot simply ban aggressive monitoring, because ISPs have
legitimate reasons for scrutinizing communications on an Internet teeming with
threats. Using this new theory, policymakers will be able to distinguish
between an ISP's legitimate needs and mere desires.

ITU’s Asia-Pacific Telecommunication and ICT Indicators Report focuses on
broadband connectivity: Too much or too little? [news release]
ITU launched its key Telecommunication/ICT Indicators Report for the
Asia-Pacific region at ITU TELECOM ASIA 2008, which got under way today in
Bangkok, Thailand. The Report focuses on broadband connectivity as a vehicle
for content to drive development and build a knowledge-based information

Asia-Pacific world’s largest broadband market, but wide gap in access, says UN
[news release]
While some countries in Asia and the Pacific – the world’s largest broadband
market – have high speed and affordable Internet access, the same cannot be
said for most of the region’s poorer nations, the United Nations International
Telecommunications Union (ITU) said today. In its Telecommunication/Information
and Communication Technology (ICT) Indicators Report for Asia and the Pacific,
the ITU states that Internet access in the region’s poor countries remains
limited and predominantly low speed.

Asia-Pacific Leads in Broadband
While the Asia Pacific region is making accelerated progress in the telephony
sector, the area in which the region really stands out is the uptake of
advanced Internet technologies, especially broadband Internet access.

uk: Super-fast broadband will cost at least £5bn

The meek shall inherit the web
Computing: In future, most new internet users will be in developing countries
and will use mobile phones. Expect a wave of innovation: The World Wide Web
Consortium (W3C), the body that leads the development of technical standards
for the web, usually concerns itself with nerdy matters such as extensible
mark-up languages and cascading style sheets. So the new interest group it
launched in May is rather unusual. It will focus on the use of the mobile web
for social development—the sort of vague concept that techie types tend to
avoid, because it is more than simply a technical matter of codes and
protocols. Why is the W3C interested in it?

ca: Texting, Social Nets Find a Place on the Job
Young Canadians entering the workforce view social and instant messaging tools
in the same way the older generation use the telephone. According to one
Ryerson University business professor, today's business leaders will need to
concentrate on bridging this digital divide or risk getting left behind.

The second browser war
Google’s new web browser is its most direct attack on Microsoft yet: Several
years ago, Silicon Valley was rife with rumours that Google, then primarily a
search engine, might be building a new web browser to rival that of Microsoft,
called Internet Explorer, or even an operating system to rival Microsoft’s
Windows. Google mocked those rumours and they died down. But if Sergey Brin,
Google’s co-founder, is to be believed, the speculation itself made him think
that “maybe it’s not a bad idea”. And so this week Google did launch a new
browser, called Chrome, that is also, in effect, a new operating system. The
rumours, says Mr Brin cheekily, “just happened to migrate from being false to
being true”.

Traffic Growth Isn't Using Up the Internet
Are we running out of Internet? That's what some experts say. AT&T's top
lobbyist, James Cicconi, recently warned that "we are going to be butting up
against the physical capacity of the Internet by 2010." Cicconi and others say
this warrants charging heavy users a premium, and he doesn't want new laws that
would stop AT&T from doing so.

Report: inside the network architecture of SPAM and malware
Two websites have recently published reports on Internet security and the

new perspective. Most online security coverage tends to focus on the perpetual

HostExploit and Knujon, however, focus on the registrars and ISPs that actually
provide hosting to the black hats, and explore the various connections between
the organizations.

Google once reviled computer superpowers but domination is just what it is
achieving
There are not many companies whose trade names have become verbs. And there
must be even fewer who would view this as a cause for concern. But when Google
entered the dictionary in 2006, the directors seemed furious. Instead of
celebrating their status as the ultimate household name, they were found
muttering darkly about "brand dilution" and the company's future.

Happy birthday, Google - now you can take on the world
In the old days, dates fell into one of two categories: BC and AD. Now the
relevant categories are BG. and AG: Before and After Google. The critical date
was 1998, when Larry Page and Sergey Brin launched their PageRank system for
rating web pages. It was an epochal moment. No British child knows there was
once a world without Google. In fact most would be astonished that people were
able to get along without it.

Ten years of Google
How did one company become such a part of our lives, so fast? A decade ago, two

their plan to turn a novel technique for mapping the internet into a business
had attracted its first $100,000 of funding. The payee's name on the cheque -
the name of the company they would formally found on September 7, 1998 - had
