OECD Science, Technology and Industry Outlook
The OECD Science, Technology and Industry Outlook 2008 reviews key trends in
science, technology and innovation in OECD countries and a number of major
non-member economies including Brazil, Chile, China, Israel, Russia and South
Africa. Using the latest available data and indicators, the book examines
topics high on the agenda of science and innovation policy makers, including
science and innovation performance; trends in national science, technology and
innovation policies; and practices to assess the socio-economic impacts of
public research. This volume also provides an individual profile of the science
and innovation performance of each country in relation to its national context
and current policy challenges.

Internet Pharmacies: Global Threat Requires a Global Approach to Regulation by
Carlisle E. George [Hertfordshire Law Journal]
Abstract: This paper investigates the growing phenomenon of selling drugs and
medical services over the Internet via Internet Pharmacies. It discusses some
of the benefits of Internet Pharmacies and some serious concerns that they
bring for regulators, governments and global consumers. In addition, the paper
compares regulatory frameworks governing the operation of Internet Pharmacies
in the United Kingdom (UK) and the United States (US), to illustrate some of
the challenges related to differences. Some of these comparisons relate to
regulatory structure, advertising of prescription drugs, online prescribing,
data protection, policy on importing drugs for personal use and
self-regulation/certification of websites. In assessing reasons for differences
in the two jurisdictions, the paper concludes that these are due to various
historic, economic, geographic and political factors. The paper argues that
continuing regulatory challenges arise due to the
nature of the Internet, jurisdiction issues, economic realities, and a lack of
harmonisation of regulatory policy at an international/global level. The paper
further argues that a global approach is needed to regulate online medical
services, because of the potential threat to the health and well-being of the
global community.

Video Is Dominating Internet Traffic, Pushing Prices Up
You are watching a lot more video on the Internet, and you may start to pay
your Internet provider more for it. That was one of the conclusions I walked
away with after spending Friday at the annual seminar of the Columbia Institute
for Tele-Information at the business school of Columbia University. The theme
was “The Dawning of the Ultra-Broadband Era,” and it explored the implications
of Internet service that is far faster than the current offerings over phone
wires, cable and wireless connections.

Internet sex makes you sad, anxious?
Although now overtaken by social networking sites as the most visited places on
the web, pornography sites remain well-trafficked. But spending too much time
online in the pursuit of carnal pleasure might have serious implications for
your mental health, according to researchers in Australia.

They've Got Your Number: book review
Maybe you’re the kind of person who doesn’t believe that the kind of person you
are can be deduced by an algorithm and expressed through shorthand
categorizations like “urban youth” or “hearth keeper.” Maybe I’d agree with
you, and maybe we’re right. But the kind of people — “crack mathematicians,
computer scientists and engineers” — whom Stephen Baker writes about in “The
Numerati” clearly see things differently. In fact, they probably regard such
skepticism as more fodder for the math-driven identity formulas they’ve created
to satisfy the consumer-product companies and politicians who hire them.

Google pays small change to open every book in the world
Is there such a thing as a 'win-win' situation? Journalistic cynicism says no.
What the phrase usually means is that some people get more than they deserve
and others get less - but not so little that they scream blue murder. The big
puzzle about the 'ground-breaking settlement' announced last week between
Google and its legal opponents, the Authors Guild and the Association of
American Publishers, is whether it really is - as all parties claim - a victory
for everyone.

Can Microsoft be a mobile hero?
In a rapidly changing smartphone landscape, Microsoft looks like a laggard. Why
does it seem so unfazed? The smartphone landscape is changing rapidly with the
arrival of the T-Mobile G1, the first phone based on Google's Android software,
and the huge success of Apple's iPhone business. And if both of these take big
slices of the smartphone market, that leaves less for everybody else – unless
they can find a way to respond.
