Hi all,

Just a short note to say this is the next-to-penultimate scheduled domain news
for
2008, with a further edition next Monday or Tuesday.

I will be monitoring the news over the christmas and new year period and
if, like last year, there is a lot of news about, I will post a news
then so the first news back is not too unwieldy.

The next scheduled news is for the week commencing January 5, but I will
be posting regularly to my website - http://technewsreview.com.au/ - so
you need not miss any of the more important or interesting news!

If anyone has any comments or suggestions on the news, feel free to send
them through and I'll see how I can incorporate your ideas. You never
know it could be something that a lot of people would like!

Thanks for your support through 2008 and I look forward to continuing to
send you all the news through 2009.

Cheers
David

GOVERNANCE

IGF 2008: Epilogue by Brenden Kuerbis
While the uncertainty surrounding attendance at this year’s IGF was mostly
unfounded (there were more than 1200 attendees despite the Mumbai attack, an
amount comparable with previous years IGFs), the usual doubts surfaced about
what the Forum is accomplishing. Nonetheless, it seems that more participants
are pushing the Forum to engage in substantive policy debate, and to identify a
process for producing tangible outputs.

What is the IGF for? by Milton Mueller
Patrik Fältström, one of the panelists at the IGF security session blasted by
IGP’s Michel van Eeten in a December 5 blog, has responded. Patrik’s response
makes it clear why the IGF often generates so much frustration among the people
working “together” on it. It’s very good that this disagreement has taken
place. It tells us a lot about what is going on. Two very different – and
almost inherently incompatible – visions of the Forum are revealed by this
exchange. I would go further and say that if Patrik’s conception prevails, the
IGF will not last for the next five years.

ICANN may review new TLD fees
Last Monday ICANN held a new gTLD Q&A session hosted by the GNSO Council. The
subject of ICANN's proposed fee structure for initial evaluation and annual
registry fees was once again at the centre of much of the discussions, during
which it transpired that said fees may well be revised in the forthcoming
second draft applicant guidebook (DAG), due out in February 2009.

ICANN, the luckiest organisation around?
... But since taking my position on the Council after the close of the Cairo
meeting, I've also discovered the other side of the coin. Council members must
brave a constant deluge of papers, reports, ICANN updates and telephone
meetings (3, sometimes 4 2-hour meetings a week). They must keep themselves up
to speed with everything that's happening in the ICANN world, including of
course topics that don't fall directly under the banner of their own Supporting
Organisation. They must report to their individual constituencies, the
Registrar Constituency in my case, to make sure the people they are elected to
represent know exactly what's going on at SO level.

ICANN New TLD Policies
ICA encourages domain name owners to comment on the new gTLD implementation
guidebook before the December 15th deadline. The biggest issue alarming many
domain owners is the possibility that price controls will be completely removed
for .com and other existing gTLDs. This could enable VeriSign to implement
variable pricing for .com much like it does with .tv domains.

What do you think of the creation of a domain name just for Scotland? I think
it can only be a good thing. For many companies the internet is a vital point

Kentucky Internet Gambling Case Resumes Tomorrow
It’s been nearly two months since Judge Thomas Wingate issued an order
upholding the seizure and possible forfeiture of 141 internet gambling domain
names in the Commonwealth of Kentucky. The URLs in jeopardy include those
belonging to the major online poker sites that still service U.S. customers,
including FullTiltPoker.com and PokerStars.com. The Court of Appeals in
Louisville, Kentucky will take center stage on Friday, when the parties
involved argue in front of a three judge panel.

Pretty much as expected, there was no immediate decision Friday on the iMEGA

the three judges hearing the case were very well prepared, asked many pertinent
