The Rule of Law in Global Governance. Its Normative Construction, Function and 
Import by Gianluigi Palombella [Inernational Legal Theory Colloquium Paper 
"Institute for International Law and Justice", New York University School of 
Law]
Abstract: This paper divides in two parts. The first part elaborates on the 
difference among categories of “legalities” that have developed on the globe, 
and considers their shapes and thickness as irreducible to the uniform notion 
of a “global law”. Different pictures and explanations affect sensibly in 
epistemic and pragmatic sense the understanding and the potential of the law in 
relation to global governance. It is the very fact of metamorphoses of law 
along diverse legal “formats” (one has to think of WTO, ISO, ICANN, WHO, ICLOS- 
about 2000 specialized global regimes-, of the newly coined “Global 
Administrative Law”, of transnational merchant law, of regional order of the 
EU, of the international legal order, of State orders, and so forth).

Notes from ICANN CEO’s Visit to China
I travelled with Rod Beckstrom to Beijing on 2-3 March for talks with the 
Ministry of Industry and Information Technology, Industry leaders and CNNIC, 
the China Internet information Network. Apart from a brief visit to Europe at 
end 2009 this was Rod’s first major bilateral visit since he was appointed 
President and CEO. A quite deliberate choice in recognition of ICANN’s 
strengthening ties with China since her return to the GAC last year.

The challenges of the Nairobi ICANN meeting
ICANN's 37th international meeting doesn't officially get underway until 
Monday, but for many attendees work has started already. I got to the meeting 
venue in Nairobi this morning and I'm happy to report that apart from some

NIC Chile informs about the status of its services during and after the 
earthquake early in the morning of Saturday February 27.
1. DNS service: During the earthquake and after it, DNS service for .CL worked 
without interruptions for our customers and users. Service continuity was 
achieved due to the actions implemented by NIC Chile in order to have a 
significant redundancy level in DNS servers and connectivity, to keep .CL 
always visible in the Internet. This service is provided using more than 50 DNS 
servers over different cities in every continent.

nl: Dispute resolution system now entirely electronic
SIDN is modifying the Dispute Resolution Regulations for .nl Domain Names with 
effect from 4 March 2010. Much of the correspondence that previously went by 
post will in future go by e-mail. For example, an initial complaint will have 
to be submitted to the WIPO Arbitration and Mediation Center in Geneva (WIPO) 
by e-mail only. The regulations previously stipulated that, as well as 
contacting WIPO by e-mail, a complainant had to send five copies of the 
complaint by registered post.

Strong decision for free speech online, but a tough decision for trademark 
owners (are law professors calling them trademark maximalists yet?) in Career 
Agents Network Inc. v. careeragentsnetwork.biz, No. 09-12269 (E.D. Mich. Feb. 
26, 2010). It's a gripe site case, in which the defendant's domain name 
incorporated the entirety of the plaintiff's mark.

$1 Million Sale Sets New High Water Mark for .Org Domains & Previously 
Unannounced Purchase Becomes 2nd Biggest in That Extension
This has been quite a week for the .org extension. First came Sedo's 
announcement that they had brokered the biggest .org sale of all time, a deal 
that sent Poker.org from National A-1 to PokerCompany.com for a cool $1 
million. Prior to that the highest reported .org sale was Engineering.org, a 
name that changed hands several years ago for $198,000.
