sdl-mixer is very sensitive to version. I think you need to get the latest version to avoid the 'eventually goes quiet and stays quiet problem'.
I spent a lot of time playing with raw sdl audio in lispbuilder because I couldn't get sdl-mixer to work reliably. I gave up trying to get sdl raw audio to work eventually :-( are you running in linux or windows?
