There seem to have been changes necessary in Ncurses, which are now in
Unstable for a day or so now. Aptitude and cwidget has been rebuilt
against that new Ncurses API and since then, scrolling the mouse wheel
is recognized by aptitude.

There's probably though still room for improvement. Please file any
improvement suggestions on that topic a separate (wishlist) bug
report.
