I find search-tier-diagram.svg to be a reasonably good explanation.
I guess you could understand it as different levels of compromise the
resolver would want to accept to find a package actions solution.

You could think also of it as different levels of hell you'd be ready to
go down to to find a solution. :)

I think Daniel posted a longer explanation once on this mailing list but
I can't seem to find it.
