When I open a debtags view, aptitude complains that it cannot find
/var/lib/debtags/vocabulary and hints that debtags might not be
installed.
Debtags, however, is install, although the file named "vocabulary" is
located in /usr/share/debtags, rather than /var/lib/debtags.

This warning has been silenced for some time. See #472678.

The file under /usr/share is a source, which with is merged other
sources by 'debtags update' to /var/lib. So the real database is the
later, which should exist as long as debtags is installed and has
updated at least once. See sources.list included with the debtags
source.
