Managed to update the non-ept debtags support to get it in to decent shape and drop a lot of the alternate code for ancient stuff. Results are working well, with fallback to reading tags from the Packages if the debtags database is not available. Could use some more polishing, but this is better than any of the old code paths were. Libept use is now disabled by default and not a dependency for 0.6.9.
