Download fails for all changelogs due to relocation of data on debian web sites. As indicated by the new PTS links these are now under http://ftp-master.metadata.debian.org/changelogs/ and, unfortunately, not using a compatible path. Had the paths been compatible you could workaround by setting Apt::Changelogs::Server in apt.conf. As the structure of the old URIs is hardcoded in many places, hopefully the old paths will be setup to redirect soon. Anyway, confirming as path construction in aptitude must be fixed.
