Nowadays the behaviour is different, and doesn't happen what is reported
in this bug (e.g. it is already "fixed"):

The issue of printing the first line twice is already reported in
#498239 and its many duplicates. The issue of spending too much time
initialising and doing things when nothing needs to be done is also
reported multiple times.
So closing this bug report, since now at least the actions printed match
what it is done.
