I would love to be able to have an opportunity to mark/select upgradable
packages whose urgency is above some predefined level, e.g., low
(possibly using Debconf?). Maybe this can be done better via some changes in apt
or apt-utils.

Summary: "urgency" is not intended as a recommendation of upgrades for
the user (even if sometimes can be interpreted as such; and often
misinterpreted), and the meaning cannot be overloaded as in the
example of the original bug report as a means of communication
maintainer<->user. The changelog entries are. So I don't think that
this feature should be implemented.
The related bug in apt (
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=512920 ) has been
closed for the same reason.
