Yesterday, during an upgrade of my Debian/unstable machine with
aptitude via its UI (with the new libstdc++6 in particular),
aptitude upgraded a package (powertop) from unstable to experimental
(see aptitude log in attachment), and I wasn't aware of this until
now. On another machine, I can see that by default, packages are not
upgraded to experimental.
For instance, on another machine (with blocked packages),
"aptitude install apt" refuse to upgrade apt (ditto via its UI),
while "aptitude install -t experimental apt" proposes to upgrade it.
openntpd 1:5.7p4-1 was the only experimental package I installed
manually (with "apt-get install openntpd/experimental", IIRC).
For the aptitude configuration, I have:

FYI, I chose the "removals" SolutionCost to avoid
breaking the system due to removed packages. But installing
experimental packages is not a good solution as such packages may
break the system. There should be a way to block upgrades as long as
they are not safe (no removals of manually installed packages[*], no
experimental packages).
[*] except when the feature is provided by another package (such as
with renamed packages).
"removals" just tries to minimise the number of removals, without having
other things into account like "don't upgrade to packages in
experimental".
Looking at the documentation, maybe you should use "safety, removals",
"priority, removals" or "non-default-actions*1000 + removals".
Probably none of these combinations are tested, and things are quite
difficult with the resolver as they are, so no promises that it will
work better or that it will not produce unexpected/undesired results
sometimes, though.
This is basically the same as #762932, but with upgrades to experimental
instead of downgrades, so marking as +wontfix and closing (we already
have the other bug to explain why it's a +wontfix).
