In the absence of "SOME OF / ONE OF" and with the phrase as it is, it
looks pretty unambiguous to me.  The only way to express "SOME OF / ONE
OF" is to mention something like that explicitly (e.g. "Choose one of
these packages to remove").  In the absence of that, it can only mean
one thing.

Nobody seems to have seconded this bug or submitted duplicates in many
years, so it must be pretty clear for almost everyone.  Even if
confusing the first or second time, one should get the hang of it quite
quickly.

If this was to be modified, many phrases of the interface would have to
be modified, and I think that the resulting text can be seen as
redundant by other people, and I don't think that there's a real gain in
doing this.

So closing it, after many years gathering dust.

If users are surprised after typing some number and seeing random
inputs, perhaps it's good that they are surprised and that they are
presented with a opportunity learn something useful.  It can prod them
to type '?'  to learn more, or to use "r 1" and "a 1" to guide the
resolver to more useful solutions quicker in the future.

Removing the numbers from there would be a bad move, I think.
