These two dates are rather old, i.e. _no_ tool has accessed that file
for like 10 months, so I doubt that it's related with any current apt
or aptitude version.

(And even if it was a bug back in January -- of which I can't remember
any -- it seems to have been fixed since then.)

I'd suspect a local script or command on the commandline where quoting
went wrong. Or a shell which treats "*" as literal (default setting in
bash) if it doesn't match anything, i.e. a simple "touch
/var/cache/apt/archives/*" will create that file if and only if
/var/cache/apt/archives/ is empty.

Hence closing the bug report.
