That piece of documentation mentions that Suggests relationships would also be considered if APT::AutoRemove::SuggestsImportant. APT::AutoRemove::RecommendsImportant is not appropriate in this explanation, unless one wants to be exhaustive and list all of the possible situations in which the autoremoval is considered, which is not what this explanation is about. -- Manuel A.
