Where does the "Owner" pop-up menu get its members in the ofx wizard?

I have two users defined so far.

So far, I've tried two places that I can successfully download ofx
files using ofx.py, but I couldn't get aqofxconnect to succeed.

I'm not surprised that the GetAccountList fails -- one place is an
investment organization (ameritrade) and the other is a credit card
(Citibank).

When I try to define an account, I can't complete the dialog
successfully because there are no Owners to fill the last box.

If you add a "User" first, then close the wizard, then open it again - do you still see no "Owner" to choose from? In any case that's a bug. The dropdown
choice box should give you the user selection here.

No owner/users appear in the "owner" list in the define-new-account dialog, even after exiting the wizard and relaunching.
