This means that even though your bank basically knows about single debit notes (as indicated by the HILASS entry in the BPD) it doesn't allow this job for your account. Either your bank doesn't allow for you to issue debit notes in general (you must apply for this feature with your bank, normal customers aren't allowed to draw money from other people's accounts, for good reasons). Or maybe your bank only supports mass debit notes. In this case you should change the appropriate HBCI specific account setting (called "prefer single debit note" or something similiar).
