Based on mailing list and meeting feedback, we will adopt http://datatracker.ietf.org/doc/draft-welzl-ecn-benefits/ targeted towards an Informational RFC, and ask to have a milestone added for:
Submit description of ECN application benefits and other considerations to IESG for publication as an Informational RFC.
