One could argue that it is, or should be, in RFC 2309 and draft-ietf-aqm-recommendation. I think that has been waiting for the chairs to forward it to the IESG far too long already, so I’m not in a hurry to add to it. But if there is specific language that isn’t there and should be, and you want to propose text and placement, so be it.
