More an artefact of FreeBSD's NewReno implementation temporarily overloading
the internal cwnd variable during FR/FR. Our cwnd tracking is event-driven
rather than polled, so we 'see' sudden drops and rapid regrowth of FreeBSD's
cwnd during the brief time period after a loss is detected.
