Arachne 1.60 will be able to use Winsock via Stub32.
(There was once an alpha version, that could be downloaded from the Arachne
site ... and Michael said that he wants to include it into Arachne 1.60, which
will come out soon)

If the printer is connected to a local LPT port, than you can make do it like
that:
type 1.ps >lptx (x number of the lpt port)
Or you can install ghostscript for Windows. (as in my university)
