I think the answer to your second question is ``yes'' if you mean:
Can you copy a URL from somewhere else, say an email, and then bring
up arachne's editor for a web page, delete a URL and paste the new
URL in its place. Yes, you can certainly do that. You can grab some
text from within any DOS program or the dos command line or the screen,
and then paste the text in any dos program that permits you to enter
keystrokes. The paste works by putting the text in the keystroke type
ahead buffer. So pasting text is identical to typing them with your
keyboard.
