 Just tried it....
You are correct. A mouse driver must be loaded or it won't work.
After loading the mouse driver, the keyboard _can_ tab to all fields.

IMHO, this is a bug. A browser that will work without a mouse should not
require that a mouse driver be loaded to do the install.<g>

 I'll chech to see if the completed install works without a mouse driver
loaded.

 Nope.
Big Bug..... keyboard input won't work without a mouse driver loaded.
