Did this originally have something to do with downloading an APM and 
it going into a loop and kept on repeatedly downloading it all over again?
It just happened to me for the first time. I was trying to download 
TELNET.APM and it kept on doing it all over again. I finally pressed ESC
and it saved part of the download as DOWNLOAD.TMP. What could be
causing that?
