it does exist, but it's normally not shipped with dos.

OK, this is how to do it:

Get a copy of ISOCP*.ZIP from the following ftp-server:

 ftp.informatik.uni-erlangen.de:pub/doc/ISO/charsets/isocp*.zip

and follow the instructions there...  :)

characters will look weird.
These boxes and lines are normal characters in cp437.
In iso latin1 they are some 'special national' characters so they will be
displayed instead of the lines.

But it is allways possible to switch forth and back between cp437 and iso
latin1.
