I'd recommend http://www.AcronymFinder.com but have been unable to
rustle up the site just now with Arachne. IIRC (sorry!) they use JavaScript
for submitting new definitions.
I was disappointed to run across a site for designing response forms using
new capabilities only available to users of IE5. So they've gone and f*cked
up forms now!
