I doubt if you'll find a DOS Telnet program with built-in Zmodem.
The only one I know of for Linux is ztelnet. NCSA Telnet is a
"real" DOS Telnet program and uses FTP for file transfer. You
can try epppd + tcpport + int14 terminal program (Conex, Commo,
Telix) but good luck with uploads.

Look for a Telnet BBS that supports FTP (or http or decent kermit)
to transfer your QWK packets.
