Sounds like you have call waiting feature enabled (the default
for our telco's line).  For normal (voice) telephone calls, you
should be able to switch to the other caller by doing a "flash
hook" (hold down the phone's hook for .5 sec or so).  For your
modem... well, it will just hang up due to the brief absence of
carrier.

You could temporarily disable call waiting by dialing a code
("*70", IIRC) before dialing your ISP's number.  Dial "#70"
afterwards to re-enable it.  Alternatively (preferred for
"heavy" internet usages), you could asked your telco office
to permanently disable call waiting for your phone number
(it's commonly reffered there as "nada sela").

I'm just wondering, when this feature will be available in
Arachne? ;-)  Both PMail and UKA_PPP already had this for quite
a long time now...
