The regular (non-debug) epppd.exe loads high just fine with:
Connection @lh epppd.exe  *if* there is sufficient high memory.

Arachne runs fine this way using BOOTP, but I remember a lot of
discussion about this a while back and the concensus of opinion
was that Arachne's other IP_Address options didn't work with
epppd high.
