I'm not sure why anyone should be surprised, unless they have some
pre-conceived notion of how these programs ought to work.

I currently use two DOS mail (and news) transport programs, uka_ppp
(wattcp) and Yan (KA9Q). The former (x_mail.exe) places downloaded
mail in single messages (m????.msg) in the spool directory, which
can be converted quite easily to a single file (unix mailbox format),
if required. The latter places downloaded messages in a single unix
mailbox. To send mail, both programs look for single messages (one
or two) in the outgoing spool directory. KA9Q uses the standard
.TXT/.WRK format for outgoing mail.

Keep looking, but I've never seen a mailer (DOS or Linux) that
sends different messages in a single file.
