Here's the work-around.
1) use Cntrl+leftclick or Cntrl+Enter on this link
http://linux.tucows.com/conhtml/off_utilities.html
2) after the D/L is complete, Alt+E to the DOS prompt and use a text
editor to change line #333 to.....

3) save the changed file and "exit" the DOS prompt back into Arachne
4) link to http://linux.tucows.com/conhtml/off_utilities.html
(this time without the Cntrl key held down)
