In Virginia 1NOL does not have an access number located within the counties
of Frederick or Shenandoah, although there is a very high Hispanic population
consisting mainly of migrant farm workers.  They work in the apple orchards,
the poultry farms, and the poultry processing and rendering plants.  Very few
have computers.  The internet will not reach many members of such an audience.
1NOL does have an access number in Richmond, but there appears to be a much
lower Hispanic population in that area than there is in the region of
Frederick and Shenandoah counties.
