RATS ! Another 1.6x BUG.

It appears that in the 1.6x series (1.62, 1.66 tested) setting
ExitonHangup Yes causes Arachne to leave by the back door. :(

She fails to perform the clean-up that deletes the LOCK file,
$ROURA$.bat and IP-UP.bat.

This function used to work fine in 1.50b2.
