That's a serious bug.
If someone else can confirm it, we should notify headquarters immediately.

I think that it depends on the search engine.  If I want to find the phrase, 
"after sunset," I enter "after sunset" (with the quotes) in the form.  In 
that case, I want it to look for "after[space]sunset" in which case, 
after%20sunset is correct.  But, if I want to look for something that has 
both words, but not necessarily as a phrase, I use, "after AND sunset" 
(without the quotes) or "+after +sunset" (again without the quotes).

There are some lousy search engines on web sites.  Office Depot has/had one 
of the worst.  Try to search for "fax machine" (with or without the quotes) 
and it will respond that it cannot find the product.  (No wonder Office Depot 
is not as financially profitable as it should be.)

It seems to me that the "space" (%20) problem is critical only in URL's, not 
in search engines.  Sometimes we want to search for a phrase and there *are* 
spaces between words!
